Requirements

The following basic requirements apply:

  • You are of legal age.
  • You have no records of non-payment in the last 12 months.
  • You have no debts to HFAB.
  • Your monthly income after tax exceeds the monthly rent.
  • You have not mismanaged your relationship with HFAB during the past two years.
  • You can only have one apartment contract with HFAB.

In addition, the following applies for youth apartments

  • the applicant is no older than 25 when applying for the apartment. The same rules apply to subletting tenants or direct swaps, no older than 25 years!

In addition, the following applies for senior apartments

  • the applicant must be at least 60 years old. The same rules apply to subletting tenants or direct swaps, at least 60 years old!

In addition, the following applies for secure living apartments

  • the applicant must be at least 70 years old. The same rules apply to subletting tenants or direct swaps, at least 70 years old!

If you do not meet HFAB’s basic requirements, you cannot get a rental agreement with HFAB.

 

What does a mismanaged relationship mean?

If you, as an applicant, have mismanaged your relationship in the last two years, you will not get a rental agreement. A mismanaged relationship includes:

  • unauthorised subletting
  • neglecting an apartment
  • serious disturbances to other tenants
  • threats or violence against staff
  • executed eviction
  • repossessed apartment.

If you have mismanaged the relationship, you will be barred from submitting applications for our apartments for two years; however, you continue to accumulate queue points even during this period.

Before a rental agreement is signed, we always run a means test on the applicant. It is your responsibility, prior to signing the agreement, to present proof of employment, wage statement, or other relevant statements to prove your current income. Should you fail to prove your income, the apartment will be offered to the next person in order of priority.

 

To meet HFAB’s income requirements, the following apply:

  • Your current monthly income after tax must exceed the monthly rent.
  • If you have a debt with the Swedish Enforcement Authority, your monthly income after tax must be double the monthly rent. This does not apply to you who are undergoing debt restructuring. In that case, your income after tax must exceed the rent.

The following is considered income:

  • Wages from work/employment/self-employment.
  • UIF (Unemployment Insurance Fund) or other ALMP (Active Labour Market Policies) compensation.
  • Student aid.
  • Pension. 
  • Capital income. Interest on capital is considered income, not cash funds in a bank account.
  • Social security certified by Halmstad Municipality.
  • Taxable and non-taxable compensation from the Swedish Social Insurance Agency, such as parental benefits, maternity benefits, sickness benefits, etc. (taxable), child allowance, housing allowance, additional child allowance, disability allowance, introduction benefits, etc. (non-taxable).

 In case of social security and introduction benefits, we follow the social security guidelines for maximum acceptable housing costs.

If you have debts with the Swedish Enforcement Authority, you may still rent an apartment, but we will impose a higher income requirement. 

To meet the requirements for debts and records of non-payment, a credit history check must verify the following for all those on the rental agreement:

  • You must not have any record of non-payment in the last 12 months.

If you have a record of non-payment, you will be barred from applying for apartments until the last non-payment is older than 12 months. After this period, the restriction will be lifted automatically and you can apply for apartments again, provided that there is no new record on non-payment. A guarantor or deposit of rent is not accepted.

You must not have any debts to HFAB, this is always checked prior to signing the agreement. You will be barred from applying for apartments until the debt is settled.
